A message from Lauren

“The strength of this sector has never been one company or one lab. It is the density of the network we have built together.”

This quarter, the bioscience cluster in Prince Edward Island passed another set of milestones that would have seemed audacious over a decade ago. New facilities came online, several member companies closed meaningful rounds of financing, and our talent pipeline continued to deepen through our CASTL, UPEI and Holland College partners.

Our job at the BioAlliance is to lead initiatives that set the conditions right for that growth: access to capital, access to talent, access to facilities, and access to markets beyond Atlantic Canada. Much of the work we do is deliberately invisible, showing up in the collective results we share as a sector. Two noteworthy examples are Natural Products Canada, which celebrated its 10th anniversary in July, and CASTL; both are made-in-PEI initiatives designed to strengthen both the local and national life sciences sector. Both organizations received multi-million dollar investments from the Government of Canada this quarter to augment their ability to make an impact in companies' success, see more below.

Speaking of preparing PEI companies to be globally competitive, one of the BioAlliance's key areas of focus is harnessing the opportunity of AI. This quarter we also released the results of our 2026 AI Readiness Survey. Island bioscience companies are already putting AI to work in data analysis, regulatory compliance, and SOP development, and most are taking what one respondent called an "optimistic-cautious" approach. The survey also showed where companies need support, including working with AI agents, data governance, secure computing resources, and using AI safely in a regulated environment. Respondents asked for hands-on training, and we are using these results to shape what we offer next. The full report is available by contacting info@peibioalliance.com.

We also spent this quarter making the case for the sector in rooms where decisions get made. Independent, evidence-based advocacy remains one of the most valuable things a cluster organization can offer, and we intend to keep doing it loudly.

Therefore, it was deeply satisfying to hear Prime Minister Carney's September 15th announcement of new Productivity Mega Deduction. This game-changing new tax incentive will increase the amount of assets covered from roughly 15% of assets to more than 65%. Essentially for PEI bioscience companies with taxable income, the expanded and now permanent deduction makes investing in equipment, software, R&D, and IP cheaper and easier to plan. Earlier-stage companies may see more of these benefits further down their path, but the change makes Canada a stronger place to build and attract investment. The BioAlliance team has many irons in the fire as well as work we are progressing. We are eager to share our revised strategy and refocused brand next quarter, and to launch a new website. We are also planning more opportunities for the community to connect and learn.

Initiatives

BioAccelerator Advances

Construction of the 38,000 square foot facility has advanced significantly over the summer, with the building expected to be weather tight by mid-November. The competition for the new Facility Manager role is underway and we hope to share news of this new team member shortly. Designed to be adaptable to tenants' needs, the BioAccelerator is a key asset in our infrastructure strategy for the sector. Watch our LinkedIn page for progress updates.

PEI BioAlliance Releases AI Readiness Survey Report

This pulse check on AI adoption across the cluster illustrates that AI use is already widespread and that there is strong enthusiasm for experimentation. It also reports that more expertise is needed to realize AI's full potential, with clear opportunities around governance, data readiness, workforce capability, and implementation support.

Advocacy with Federal Leaders

Over the summer and early fall, cluster companies and the PEI BioAlliance team met with federal leaders to share the business realities and needs of PEI companies in the current economic climate. We advocated for access to capital, support to scale up, and immigration pathways for specialized talent. Engagements included the Minister of Finance as part of pre-budget consultations, the Minister of Industry, the Parliamentary Secretary to the Minister of Industry, members of the Standing Committee on Finance, Minister responsible for ACOA and local MPs Sean Casey, Kent MacDonald and Heath MacDonald. We are also looking for opportunities to engage on the upcoming Commercialization Strategy, a recommendation of the Pharmaceutical and Life Sciences Task Force report issued in July.

PEI's Defence Value Proposition

As part of the province's defence panel work, the PEI BioAlliance is developing a value proposition for bioscience in biosecurity and biomedical countermeasures. Biodefence is prioritized as a sovereign capability in Canada's Defence Industrial Strategy (DIS) where we believe our sector can have impact. The defence panel met at our office on Sept. 8 and had several presentations from companies in the sector. Discovery is now underway, drawing on PEI's research and innovation strengths, including dual-use capabilities, to build a roadmap and opportunities list. From Lab to Market: A UPEI Researcher Takes the Commercialization Path

Matt Dunlop · Founder and CEO, Tunistrong Technologies Inc.

Matt Dunlop started out studying waste valorization as a graduate student at UPEI. Today, he is CEO of Tunistrong Technologies Inc., a Charlottetown-based biotech company turning invasive tunicates, a major nuisance for the region's mussel farms, into high-performance biomaterials.

From Thesis to Company

During his graduate research, Dunlop learned that tunicates produce the world's only animal-derived cellulose. That finding became the foundation of his work: developing a process to extract proteins and nanocellulose from tunicates for practical use. Rather than leaving the discovery in the lab, Dunlop chose to build a company around it.

The result is “Nature's Rebar,” a cellulose nanomaterial that can be sold to manufacturers as an additive to improve products like concrete and adhesives. Nanocellulose particles have a tensile strength about 8x stronger than steel, with a significantly reduced environmental footprint.

“It's a real-world demonstration of ways to create value (from waste), circular economy thinking and sustainability, in a very clear-cut manner,” says Dunlop.
